8. What Non-Immigrants Traveling to the United States Need to Know About US-Visit
In May 2003, the U.S. Department of Homeland Security first announced the establishment of US-Visit, which stands for United States Visitor and Immigrant Status Indicator Technology. US-Visit is a new entry/exit record keeping system for all non-immigrants traveling to and from the United States, and it will take effect at most U.S. airports on December 31, 2003.

US-Visit will require that non-immigrants entering the United States
continue to go through the usual inspection procedure with an officer from Customs and Border Protection at a U.S. port of entry. In addition, each non-immigrant will have their fingerprints taken by placing their index fingers on an inkless fingerprint scanner. Non-immigrants will then be asked to look into a camera for their photograph to be taken.

The only non-immigrants who will be exempt from this process will be
citizens of Canada, based on existing agreements with the U.S. and Canada.

The Department of Homeland Security anticipates that both the fingerprint and photograph will be taken in what is called the "primary" inspection lanes, so lengthy delays are not anticipated.

The new entry requirements will be in place at 115 airports and 14 major seaports by early 2004. The exit procedure, which will require the non-immigrant to scan their travel documents and repeat the fingerprinting process prior to departing the United States, will be done at an automated, self-service kiosk at the airport.

The exit procedure will be in place at ten major airport and one seaport as of early 2004. Exit procedures will be phased in at the remaining major airports and seaports throughout 2004.

Entry and exit enhancements at land borders (at Canada and Mexico border crossings) will be phased in during 2005 and 2006.

The data collected from F, M or J visa holders at the U.S. port of entry will also be forwarded to SEVIS (Student and Exchange Visitor Information System) so that the SEVIS system will show that the person has entered the United States.

US-Visit will eventually take the place of NSEERS, the National Security Entry Exit Registration System currently in place for men older then 16 who are nationals of certain Middle East and Muslim countries. However, the 30-day and annual reporting requirements for those subject to NSEERS will continue until the Department of Homeland Security makes a determination whether or not to change their procedures.
